Public Financial Management (PFM)

Objective :

The objective is to support MOF and Bappenas in strengthening the effectiveness, transparency and accountability of government spending.

Scope :

This component will finance investment and TA to the MOF and Bappenas for

  1. strengthening policy capacity;
  2. strengthening budget planning and development, including implementation of Laws and regulations on State Finances and State Treasury; reform of the budget process and unified budget preparation (including capacity-building support for four pilot line ministries);
  3. budget implementation and treasury modernization including the design and implementation of an automated treasury payment and budget preparation system (Sistem Perbendaharaan dan Anggaran Negara or SPAN);
  4. public procurement reform including a pilot e-procurement system;
  5. implementing public sector accounting standards.
