GENERAL PROCUREMENT NOTICE (UPDATED):
Loan/Credit/Grant No. 4762-IND/4026-IND/TF053556

he Ministry of Finance (MOF) of the Republic of Indonesia has received a loan from the International Bank for Reconstruction and Development (IBRD), a credit from the International Development Association (IDA), and a Project Co-financing Grant from the Government of Japan, toward the cost of a proposed Government Financial Management and Revenue Administration Project. It intends to apply the proceeds of the loan, credit and grant to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components:
1. Public Financial Management (PFM). This component will support the MOF and Bappenas in strengthening the effectiveness, transparency and accountability of government spending, by strengthening (a) policy capacity; (b) budget planning and development; (c) budget implementation and treasury modernization including the design and implementation of an automated treasury payment and budget preparation system (Sistem Perbendaharaan dan Anggaran Negara or SPAN); and (d) public procurement reform including a pilot e-procurement system in MOF.
2. Revenue Administration. The component will finance key elements of an overall customs reform strategy comprising: (a) organization and management; (b) Customs operations; (c) trade facilitation; and (d) integration and consolidation of information systems and technology infrastructure.
3. Governance and Accountability. The component will finance: (a) the Office of the Secretary General of the DPR-RI (financed from grants); (b) the Tax Court; and (iii) the Office of the Inspector General of the MOF.
4. Project Governance and Implementation. This component will finance TA and investment for strengthening project governance, change management/socialization, communication, monitoring and evaluation (M&E) and project implementation.

All goods and services (other than consultants’ services) shall be procured in accordance with the provisions of Section I of the “Guidelines for Procurement under IBRD Loans and IDA Credits” dated May 2004 (the Procurement Guidelines). All consultants’ services shall be procured in accordance with Section I and Section IV of the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” dated May 2004 (the Consultant Guidelines). Key contract packages are attached below. Procurement is open to all bidders from eligible source countries as defined in the guidelines. Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for large-value consultants' contracts will be announced, as they become available, in the UN Development Business, dgMarket, newspapers, magazines and trade publications of wide international circulation and in local newspapers.
